In 1908, the term “LAL DORA” was firstly used in the context of village land. Lal Dora is a name given to a part of the village land which is also a part of the village “Abadi”. In earlier times, this type of land was used for non – agricultural purposes. Here the villagers used to have their livestock and other things. The Land Revenue department to differentiate it from agricultural land, always tied a Red thread i.e. Lal Dora around the boundaries of the land. It depicts that the jurisdiction of the municipal authorities is not applicable to it.
Benefits of Land under Lal Dora
- The land under LAL DORA is exempted from building by-laws, and construction rules & regulations under Delhi Municipal Act, 1963.
- As determined by the survey, there are around 360 villages in Delhi which come under Lal Dora. There is no house tax up to 200 sq. meter plots.
- By showing the LAL DORA certificate, a person can apply for the water and power connections.
Issuing Authority of Certificate and Documents Required
The issuing authority is the Sub- Divisional Magistrate in whose jurisdiction the person resides.
Documents to be furnished for getting a certificate-
- The Application form shall be filed by the applicant where the details of the land, Name of the owner should be mentioned.
- The affidavit should be submitted regarding the above details.
- The applicant shall also submit the Aksh Size of the land.
- One copy of the ration card duly attested.
- One copy of the Khatoni of the land.
Law Governing Lal Dora Land
A notification was issued by the Delhi Municipal Corporation in 1957 wherein the govt. listed the land under LAL DORA within and on the outskirt of the State.
There is no need for the Lal Dora owners to apply for the building sanction plan. After this, a new notification was passed in the year 1963 wherein the passing of building sanction plan for urban land too was removed. In Delhi, villages like Basant Gaon, Yusuf Sarai, Najafgarh, Lado Sarai and many others have been included in the developing limits of the State Delhi.
Lal Dora areas under some villages surrounded by the agricultural land have been mentioned in the Delhi Master Plan 2021. To sum up, many Lal Dora areas will soon be connected through the development initiative of the government to connect the Union territory Delhi through well-developed roads, newly built expressways, world-class metro, etc.
Statistics Related to Lal Dora Areas in Delhi
Survey has revealed that there are 362 villages out of which 135 are urban villages and 227 are mentioned as rural villages. Previously the village’s population was well defined and the boundaries were well settled, whenever revenue settlement takes place. But between 1908 and 1952 the population increased and the villages too extended their boundaries. The newly created boundaries are known as PHIRNI. Now the difference between the old Lal Dora BOUNDARIES and the PHIRNI is known as the extended LAL DORA areas.
Conclusion
To conclude, we can say that many facilities have been provided by the government to the owners of the Lal Dora land like water connection from the Jal Board, Electricity connection, sewerage facility. In addition to this, govt. has included many agricultural lands of the people in the residential or commercial areas under Master Plan Delhi 2021. With this step of the government, many Lal Dora areas that were without the facilities would be included.
