On 26 December 2019, the High court of Jammu and Kashmir invited applications from all over the country to fill 33 vacancies in district courts of the Union territories – J&K and Ladakh. The posts mentioned in the notification includes senior scale stenographer, junior scale stenographer, steno typist, compositor, electrician, and driver. However, the said notification prompted an opposition outcry against the opening of the state employment to all Indians in the two UTs after the nullification of Article 370 of the Indian Constitution.
Following the same, the Jammu and Kashmir High court has issued another notification dated 31 December 2019 stating the withdrawal of its previous notification, which invited applications from all over India.

The Registrar General of Jammu and Kashmir High Court, Sanjay Dhar issued the notification of vacancies, on 26 December with the last date for submission of applications being 31 January 2020. Subsequently, this triggered a vociferous protest from various opposition parties, including the National Conference and JKNPP, which demanded reservation of jobs for locals in the state.
NC provincial president Devender Singh Rana argued that “The Jammu and Kashmir government jobs are for local educated unemployed and should be reserved for local youths only.”
