The person printing or publishing the matter or disclosing the identity of the survivor of the offences under Section 376, Section 376A, Section 376B, Section 376C, and 376D, is punished either with imprisonment for a term which may extend to 2 years, fine, or both under Section 228A of Indian Penal Code which prohibits the disclosure of identity of rape survivor and some other offences.

5. What complaints are not entertained by the National Commission for Women?

The following categories of complaints are liable to be summarily dismissed by the National Commission for Women:

• Complaints illegible or vague, anonymous or pseudonymous
• If the matter relates to a civil dispute between the parties such as contractual rights or obligations
• The issue raised relates to service matters not involving any deprivation of women’s rights
• The issue raised relates to labour/ industrial disputes not involving any deprivation of women’s rights
• Matter is sub judice in a Court/ Tribunal
• Matter is pending before a State Commission
• Matter has already been decided by the Commission Matter is outside the purview of the National Commission for Women on any other ground.

6. Can a father or mother file a complaint on behalf of their daughter for the offenses committed by her husband and her in- Laws?

Yes, either of the family members can file a complaint on behalf of the wife.
